According to the Humanitarian Staff of Akhmetov, during the past 10 days, no humanitarian mission has delivered humanitarian supplies to civilians in areas beyond the control of Ukraine (NKT). Now the humanitarian community is studying the causes of the current situation (demands from uncontrolled territories of Ukraine in terms of document processing).

Humanitarian column of Rinat Akhmetov's "Help" with survival kits for the civilian population crossed the contact line on July 15. Points for issuing the Headquarters for tuberculosis continue to work today at the expense of stocks of survival kits at the Donetsk Headquarters warehouse at the Donbass Arena. These stocks are coming to an end. 

The humanitarian situation behind the line of contact has become heavier these days, and humanitarian assistance is needed today more than before. 

On July 27, 2015, a column of 19 cars from Dnipropetrovsk to Donetsk will leave, which will carry 20,000 sets of survival. The documents on the column are executed, as always for almost a year, strictly in accordance with the current legislation of Ukraine, with observance of all norms and procedures. 

Rinat Akhmetov set a task for his Headquarters to help the peaceful people on both sides of the contact line as much as possible. The humanitarian headquarters intends to seek the opportunity to provide assistance to the elderly, children, the disabled. 

We hope that the column will be admitted to the tuberculosis tuberculosis tubes and survival sets will reach those who are in dire need of help today. Otherwise, from July 29, we will be forced to close the points of issue on the tubes.

The headquarters has delivered survival kits to residents of tuberculosis and displaced persons for a year and, unfortunately, during this year has repeatedly encountered restrictions on the delivery of humanitarian goods ( from military operations and the closure of checkpoints   to   the detention of cargo by battalions of territorial defense ). However, working in the interests of people, strictly in accordance with key humanitarian principles and strict adherence to the requirements of the law, is the guarantee that our columns, after all, always reached the destination. We hope that today's column will not be an exception. 

Humanitarian Headquarters "Help" is the largest humanitarian organization in the region. We know that each of the more than half a million people who receive our help are waiting and needing it.   

According to the Office for the Coordination of Humanitarian Affairs (OCHA), more than 5 million people in Ukraine need humanitarian assistance, first of all - in uncontrolled territories of Ukraine.   

The scale of the humanitarian catastrophe is such that coping with the misery of millions can only be achieved through joint efforts of international and national humanitarian organizations, following unified, transparent principles and rules. 

We urge participants in the Minsk conflict settlement to develop, agree and recognize transparent rules for the delivery of humanitarian aid to the Donbas as soon as possible. Humanitarian assistance always and everywhere exists outside borders, without conflicts.

The humanitarian headquarters of Rinat Akhmetov calls on all those who depend on it to rise above political calculations and enable all international and national humanitarian organizations to save people. This dictates the norms of international law and elemental humanity.

It is humanitarian aid that always and everywhere should receive green light, unobstructed passage. Humanitarian assistance always and everywhere exists outside the borders, beyond conflicts, over the laws adopted by one or another side. It is necessary to immediately remove any obstacles, any restrictions for the passage of humanitarian assistance. It is impossible to give the peaceful population dying of hunger and disease.
