Volodymyr graduated from the S.M. Kirov Institute of Railway Engineers of Kharkiv majoring in Railway Operation and the Ukrainian State Academy of Railway Transport majoring in Shipping Organization and Railway Transport Management. He has over 20 years of experience in the railway industry.
